In the national education budget 2023, the government introduced various measures for the development of the educational sector including setting up colleges, public-private partnerships etc.

As per a report by IBEF, India is the country with the largest population in the world within the age bracket of 5-24 years which totals approximately 580 million people. 9 Indian institutes were among the top 500 universities in the QS World Universities Rankings 2023. These include the Indian Institute of Sciences (IISc) in Bengaluru and 8 Indian Institutes of Technology (IITs). The government has also permitted 100% FDI through automatic route in the educational sector. The education market in India is expected to be valued at $225 billion by the Financial Year 2025.

Expectations From Union Budget 2023

Considering the importance of the education sector and the growing demand for quality education at a reasonable cost, there were a lot of expectations tied to the national education budget 2023 when it comes to the education sector. From a higher allocation to the education industry to initiatives for quality education, citizens were expecting some positive initiatives on the part of the government.

Allocation for the Education Sector

In the education budget 2023, the government has allocated Rs. 1,12,898.997 crores to the Ministry of Education. It is notable that this is the highest-ever allocation to the education sector till date. Further, the higher education budget allotted is Rs. 44,094.62 crores for FY 2023-24. It is a considerable increase as compared to the previous year’s budget which totalled to Rs. 40,828.35 crores. Also, the school education budget is Rs. 68,804.85 crores this year which is Rs. 9,752.07 crores higher than the previous year’s budget. The tremendous increase in allocations in the Union Budget 2023 will help further bolster the education sector in India.

Measures Announced for Improving the Quality of Education

Following were some of the key measures announced in government budget for education 2023 for improving the quality of education in India:

Increased funding for research and development

The government is planning to initiate a new programme for research and development in the pharmaceutical sector. Further, the government will allow outsiders to access certain facilities at the Indian Council of Medical Research labs for conducting research. Also, three top educational institutions would set up Centres of Excellence for artificial intelligence to help realise the dream of ‘Make AI in India’ and ‘Make AI Work for India’.

Scholarships and financial support for students

The education budget 2023 might disappoint those who were looking for scholarships in the upcoming financial year as there were significant reductions in the scholarship allocation in Budget 2023. Several skill development skills and scholarships, including the merit-cum based scholarships, saw major fund reductions. For instance, the budget estimate for the Ministry of Minority Affairs was Rs. 5020.50 crores in FY 2022-23 as against Rs. 3097 crores for FY 2023-24. Apart from this, the scholarship funds in Budget 2022 were Rs. 1425 crores which got reduced to just Rs. 433 crores in Budget 2023.

However, the government has increased the funds for post-matric scholarships. It has been increased from Rs. 515 crores in Budget 2022 to Rs. 1065 crores in Budget 2023.

Teacher training programs and teacher development initiatives

Apart from students, the government is now also focusing on teacher training and development. Curriculum transaction, innovative pedagogy, iCT implementation and continuous professional development survey are some of the initiatives that would be executed for the overall development of teachers.

Impact of the Union Budget Education 2023 on Students

Union Budget 2023 is primarily focused on providing increased access to education for the students at large. Further, the government is shifting from conventional education to modern-day educational training and programs that meet the current needs and requirements. Further, the government is looking towards setting-up a National Digital Library for students and adolescents.

Public-Private Partnership in Education

The government is further progressing on the public-private partnership in the education sector. Private players are important for the overall development of the educational sector as they are key for the current and innovative trends in the modern-day educational industry. It will lead to more partnerships with companies that specializes in providing technology-based education solutions like ed-tech startups.

Technology in Education

As discussed above, the government is aiming to include private players in the education sector to integrate technology. The government is focusing on expanding access to quality education through technology in rural and underserved areas. For implementing its initiatives and integrating technology into education, the government can either enter public-private partnerships, provide tax incentives to the ed-tech players or directly invest in them. Further, the government will also promote the use of online learning platforms and use of e-learning resources.

Education for Underprivileged Children

Budget 2023 introduced several measures in the educational sector that aligns with the vision of NEP 2020. Further, the government is focusing on ensuring education for underprivileged children. The Central Government is planning to recruit 38,800 teachers and support staff for 740 EMRs (i.e., Eklavya Model Residential Schools). This will serve 3.50 lakh tribal students in the next 3 years. This will play a pivotal role in reducing the gap in education between different sections of society. Further, to improve the Particularly Vulnerable Tribal Group (PVTG), the government undertook Pradhan Mantri PVTG Development Mission and allocated Rs. 15,000 crores for the same. This will provide all-around development of the PVTG section like health, nutrition, clean drinking water etc. including education.

Government undertook various measures for all-round development of the educational sector. Further, the budget was inclusive in the sense that the government considered all the sections of society to ensure complete educational development. India, being a country of youth, needs to focus more and more on education.

Partnering with private players like ed-tech is a significant move towards its plan for integrating technology with education. This will ensure that quality education reaches every nook and corner of the country.
